The Marines in One Piece are a villainous group with a reputation for extreme power. Despite their superior strength, they are unable to master Conqueror’s Haki.

After more than twenty years in production, One Piece has established itself as a global and media phenomenon of unprecedented scale. So it’s not surprising that viewers sometimes feel they’re over their heads trying to recall everything that’s happened in the series thus far. Because there are so many moving parts, it’s easy to miss the finer points. Haki is unlike the devil fruits from One Piece, which have different effects on different people. A person can defeat even the most formidable foes if they dedicate themselves to training in haki.

The highest-ranking members of the Marine Corps and the most powerful pirates in the world are expert users of haki. Only a small number of people are born with the Conqueror’s Haki, a short form of haki. Conqueror’s Haki is the only one that can’t be acquired through practice; its possessors must be born with a king’s spirit. Few pirates have been seen using this haki so far. If we use Akainu as an example, we can see that he considers himself a destructive tool aimed at the pirates who represent all evil in the world. He knows his own strength and does not care who he hurts in the name of doing what he thinks is right. That’s how the rest of the marines are, too; they blindly obey orders regardless of the potential costs. Tragedies like Ohara and Flevance provide excellent illustrations. They have such a warped concept of justice that they would kill defenseless kids if they could.

Regarding subordinates like Sentomaru, Kizaru would take orders and make them himself. He has no qualms about serving as a resource for the World Government.

Garp and other powerful marines joined them and gave up their chance to rule on their own terms. As a result, the marines cannot employ the king’s will-signifying Conqueror Haki. They can’t live how they want to because they are restricted by laws and policies. If you’re a king, you’re free, but that’s not the case in a group as formidable as Luffy describes.

A marine with Conqueror’s Haki was previously unheard of in One Piece. In recent chapters, however, Oda has introduced new characters, including Sengoku, the former Fleet Admiral of the entire Marine force. He is said to be the only marine with the Conqueror’s Haki. There’s a good chance this is because his motto is “reigning justice,” which implies he wants the Marines’ brand of justice to rule the globe.
